Whomever I talk to, everyone is quite indifferent to rumors about layoffs. I get the impression that no one wants to work here anymore and that everyone is dedicated to looking for other opportunities, except for the greatest mediocrities who won't be better off anywhere than here.

I for one am looking forward to getting a package and leaving. Not because I hate Intel, it's a great company, I'm just tired and done working after decades of working, particularly during Covid. The point is layoffs are a good thing for some people, like me, who may not be as productive as someone younger and more eager to get their career started. I'm not saying layoffs are always good, I'm just saying for some people they are welcome and it's a win-win for Intel and the employee in those cases.

It's typical meek and scared engineer behavior. They want to leave but are waiting for Intel to push them out instead of taking charge of their own lives.
If you want to leave, you should leave. Don't wait for a severence package that may or may not be coming. If your next job is bad too, then leave there also. There are better opportunities out there than Intel. Those opportunities will go to those who seize them, not people who wait around to get fired by their corrupt, nepotist Intel boss in the next layoff round.
