Does anyone know when the new interest rates will be posted so we can run our numbers?

Your last day worked can be any day up to and including November 30. Your pension commencement date must be December 1 or earlier (it's always on the 1st of the month) to get the lump sum using the current (Aug '21) interest rates.

If taking the lump sum, does anyone know for certain if your last day must be October 31 or November 30 to avoid having your lump sum decrease due to new rates?

The exact percentage will vary by individual. Your age, and your spouse's age is a factor - since there are 3 segment rates. It appears to be somewhere in the 20- 25 range.

I have a calculator one of the CAE wizards figured out - using the July 22 segment rates the lump-sum decreases ~21%.

The government posts them around the 3rd week in September. However, Ford's calculator normally isn't updated to use the new numbers until early October.

Usually they are posted on 21st of the month. So Aug segment rates come out around 21st of Sep.
