Have other groups had meetings last week where there was talk about restructuring within them, but no details were given? Not a company-wide thing, specifically for the said group? Is this a prelude to layoffs or something else? This is the first time something like this has happened in my two years here.

Both well and poorly run companies frequently review their business and make changes. This is only the first time you heard about it in two years. At poorly run companies the decisions are motivated by politics rather than business concerns. You need to understand this no matter where you work.

Cisco is in a managed decline. Layoffs and reorgs are conducted annually.
I was told the August layoff will be done quietly by each group SVP to avoid any big announcement on earning call
There are always reorgs this time of year at Cisco.
New fiscal year, new budget. Everything is under review. If your group is working on a project that is struggling, then yes, restructuring is probably under discussion with management.
