These are not going to be layoffs but outright eliminations

Large areas and departments will no longer exist in the United States.

Actually jobs aren’t just moving to India. Allstate is outsourcing to Mexico, Philippines and India. Other jobs will also be outsourced onshore. We actually will loose a lot of knowledge about our difficult processes.

It's not a racist post. No one has an issue with India. The issue is an America company moving jobs overseas. If a top Indian company was moving jobs to the U.S. then Indians would feel the same way and rightfully so

No one has a crystal ball. There's no way to know for certain what's going to happen.

That said, there's the feeling in the air that a substantial amount of jobs will be moved into India. Even among US-based management, the company's new hires have been predominantly Indian.

This, and the strong shift toward moving operations and responsibilities into the hands of Indian counterparts, signals a push to outsource and reduce the domestic workforce.

The degree of reduction is anyone's best guess, but the push appears to be at almost every business unit. This indicates a broad, company-wide strategy.

My guess is that layoffs will likely begin in July/August, and persist through October/November. I think the target number of layoffs will be in the 30-40% range.

I think the end-state will be more chaos and dysfunction that increases operating costs and further damages market competitiveness. And like all short-sighted initiatives that end in disaster, it will be lauded and sold as a success to employees and stockholders.

This is based on nothing concrete, and it's not a statement of fact. But if this prediction is correct, it's only because it was aligned with what I've come to expect from the company.
