Has anyone heard a aya didnt even bid on the federal contract? July 31st someone else will be handling the work.. couple of us in dc till end of august

So what happened in the last bankruptcy were they not allowed to bid on contracts until they got out of bankruptcy or this is a new rule change?
I just learned from a contact at IBM. Avaya no longer qualifies for their federal business. Apparently their current financial situation disables them from honoring their federal contracts.
What does that mean? That they agreed to support a third party for the business? Or that they knew they couldn't pass the financial disclosure component and bailed?
