When they layoff, do they consider the status of people who are almost about to get their green card or the layoffs be agnostic?

Of course not. In stack rankings, there is no column for "Green Card?" on the spreadsheets.
if you are in the list, you are on the list! Why should NetApp bother?
Right, NetApp wouldn't probably jeopardize your status further if they laid you off, but they wouldn't stop laying you off if they already zeroed in on you.
netapps doesn't care if you're getting a greencard, it is not their problem
It’s not a factor, and no layoffs are planned so far anyways.
