With all of the comments that have been posted on this site and a lot of people writing about the high number of people leaving, I was surprised to see there there are zero posting externally. Is COP preparing for the recession, or is something else taking place.

External postings have increase in the IT space due to the CIO leaning on management to hire from outside only. What a nice disregard toward internal people who more than meet the qualifications!
There are currently 64 job postings on the career page. Not sure what you are referring to.
"Leaders" need warm bodies to justify their fiefdoms. Greed and ego drive their decision-making. Everything else is just a distraction.
Gotta have some reason to justify having HR departments. Talk about useless employees!
Why do companies have this cycle where they over hire only to lay-off later on? Then the cycle repeats itself over and over again.
COP is extremely bloated, and we are at the beginning of a recession, so yes, management is hoping people quit before layoffs come.
They’re aiming for their ideal model of all executives, managers and directors with the actual work contracted out. Attrition is a welcome pathway to that “perfect world.”
