I have an excellent manager, we have very good communication. However, I dare not suggest to him that I be put on the layoff list when it comes to that. On the other hand, I would most like to leave with a package, and maybe that could save a job for someone who wants to stay here. Is there anyone here who has made such a suggestion to their manager?

Managers and Sr. Managers aren't being asked for "lists" or "volunteers" to layoff. It's being done by Directors and above. Managers are called into meetings with HR and the Directors to have the Pink Slip meeting.
