Yard air in the Lathrop and Stockton California Yard. According to TSS they're unoperable. The middle break hoses are cut, broken from goat drivers running them over daily. I guarantee air isn't being ran.

The only reason the FRA has to show up to a yard is to collect their weekly envelope of cash for looking the other way.
