Allstate wants to outsource everything that can be outsourced. 22% is already a worrying percentage. I hope to leave this place soon, but I'm still interested in which positions will not be outsourced in the end? Please, no racist comments, I'm just interested in what you think might be the most difficult to outsource.

Any role (Claims, Legal) that DOES NOT require direct voice contact with insureds/Clients is strongly being considered for outsourcing.
The top 3-4 layers that are all responsible for this mess. Aside from some legal needs and adjusters for the few states that don't allow overseas to hold licenses (more states allow this than don't and the increasing number of licensed claims adjusters in India proves it) most of us from the DM level on down to the grunts aren't long for this company. Most of us have 2 to 3 years tops.
Who cares? Do you want the company to bank it’s future on losers that complain about every little thing the don’t agree with. Let me give you a hint- THEY DON’T CARE!
You get what you pay for.
They’ll keep going as far as they can. They are trying to find ways to work around residency/licensing requirements. They will still need lawyers and a few adjusters to show up for trials, and there will be more and more lawsuits!
