I'm trying to figure out why this is happening. Sometimes I get really depressed when I see that some roles are given to people who do not have adequate knowledge and skills. I believe similar things are happening in other companies, but here it seems that promoting unqualified people has become not the exception but the rule?

Yup, lots of supervisors these days. Just stay in your own position for a short 2-3 years and viola....just like that ....here is the coveted promotion. Promotion announcement talks about the " vision and leadership" of the new supervisor.
Meanwhile for the hardworking people at the bench, promotion is almost impossible after a certain level, while promotion in the " other" ladder is happening like clockwork.
When these people are now leaving in large nos., the same supervisors are wondering why that is the case and asking " Hey, is there anything I can do to convince you to stay back so that I can exploit your hard work and output to get my next promotion? "
It is so absurd and surreal these days at this company these days. Things have become so bad so quick that it is unbelievable.
They are making do with what they have. The Attrition rates were high and the talent acquisition was low. If there are no promotions even the folks they have managed to hire will leave. That is the reason why you see so many supervisors. After a certain point getting a promotion is very tough.
Qualifies or unqualified once the company goes down, everyone will be in the job market.
Does it make sense for a company to have so many Presidents, SVP, VP and directors?? Wouldnt it be top heavy and comes at a high costs?
No wonder the costs are mounting and its stocks price is declining.
If u get really depressed by someone elses career u should just leave. Focus on ur own life and if theyre getting promoted over u maybe u should consider something else?
