The market-based pay structure system is based on current market rates for comparable positions in the area. It is the lowest wage an employer can pay to attract and keep the kind of employees he needs. What it usually leads to, in a nutshell, is a "two-tiered" wage system. Newly hired employees starting pay is considerably less than the established long term employees and it is capped. Likewise, the established, or legacy, employees will face a wage freeze or miniscule raises. Over time the legacy employees will slowly leave by attrition and be replaced by lower wage employees.
