How likely is it to successfully negotiate a raise if you make a lateral move i.e 7c to 7c?

Taking a lateral move is like telling GM leadership that you are ok with not going anywhere. They love people like you because they don't have to find ways to trick you into thinking your career is going somewhere. Either that or they have to actually let you progress, in which case their friends resent you because you are taking opportunities they feel entitled to through the crony system.
