Does anyone here know what is the PIP, NSI or Lay-off target for this year?

Managers are sheep herders, their job is not to do any work but keep people in control and prevent any serious debacles. That is what influence is.
Target will be based on keeping managers safe. Continue toxic culture to pretend managers actually contribute. We all know managers here just create caos to pretend they are needed.
Nothing will change in this company.
