RA is old hat and Krishna has now re-branded a layoff as a "Workforce Arbitrary Number Kybosh" or W.A.N.K. There will be bi-annual W.A.N.K.s and managers who refuse to W.A.N.K. will be disciplined. Conversely, managers who initiate an excessive number of W.A.N.K. actions will themsleves be terminated. Employees discharged during a W.A.N.K. should re-enter the job market quickly to avoid a stain on their career path.

Terrible retention problem right now. Just look at LinkedIn, managers are posting “I decided to stay…” Read between the lines. More IBM useless cheerleading.

I don't know why so many think they will continue under another name. Arvind had no reason to say they would be discontinued so I expect he said it because there is a change.
It could be that enough people are leaving anyway, or that there will be more targeted smaller scale RAs, but it seems unreasonable to assume that large scale RAs will continue when nothing would stop him from doing it and simply not mentioning it if that's what he wanted to do.

It’s a misdirection. Ibm has attrition problem so people are leaving faster than need for RA. RA will still continue in smaller scale anyway.

Sure, I buy that they'll no longer call it by that name. In the early 90's, IBM called layoffs "RIFs," as in "Reduction in Force." And then: Voila! No more RIFs! (but hundreds of RAs after that).
