Is it possible that a manager is afraid to manage?

We have a manager who is everything but the person who manages. Sometimes I think everything would work the same even without him. Given his previous experience, everyone is surprised that this person doesn’t manage much better.
It dawned on me today that he might be afraid to manage? Perhaps he is afraid of those from higher positions and that puts limits on what he can do?

Going to say is a combination of things. In today's world world, you have to be very careful of how you deliver the message/discipline for fear of HR or legal repercussions. I've seen really bad stuff get swept under the rug based on your gender, race or who you know. I've seen really bad stuff surface and careered ruined. Also terminations for the smallest of infractions by good employees. Seen it first hand both ways.
Secondly, the college course in "people management" is about as good as a wet blanket. In real life, the book answer isn't always the best one.

Could be that your HR department is weak and do not back discipline so rather than wasting his or her time they let them slide.

So you mean like it is companywide?

Children need to be managed. Adults can be trusted to do their jobs.

Not necessarily true. You have managers that lead by example and others that trust their employees to do the right things. They give objectives and people have more latitude to achieve them. I had a manager once who use to tell me to get something done, using my methods, without micromanaging the process and focused only on the end result. However, it could be a cultural thing or something similar if the person can't crack the whip...
