In Lloydminster, I saw job posting for chemical engineer, corrosion engineer, integrity engineer and reliability engineer for upstream. I believe they just laid off lots people with these titles last year. What is going on?

I was laid off in January. Payout $350K. Collected EI. Found a new (better) job with the competition in Sept. They re-posted my position but still haven't found a suitable candidate. I love it !!!
More people have recently quit without packages due to low moral and went to the competition!! Now they need to fill those boots
