I understand that the basic decisions about PIPs are not made in the lower management tiers, but just how much influence does a lower manager have regarding the process of PIP. Does the lower manager suggest names and the upper tier confirms it, or is it the other way around? Can a Lower manager prevent an employee being put on PIP (without a good reason)? Does he have the influence to “save” the job of a certain employee once he is put on PIP? Does anyone know how this process works in reality?

I'm in interested in that too but I'm afraid I will never have a complete picture of how it all works.
