What is it, they eliminate a second shift position and add the same one on first shift so it justifies a layoff and a hire?
I'm surprised the government lets GM go forward without oversight! That is a mistake on their part.

There are loopholes which company managers exploit. The H-1B program was intended to address an actual labor shortage of high skilled workers. There is no such shortage today so the program is simply being used to import cheaper labor.
H1bs are basically unregulated. The government doesn't monitor how they're used, so it's very rare they're used to find skills that don't exist in the US as intended. They're used for beginner to intermediate skills at a very low cost
