You may want to wait until January. With Outstanding you will likely get a good hike.
Your supervisor probably wants to keep you at the company. If you would be happier in another role, talk about it. Then you know your options.
I would not think twice about leaving, it would take years to even get close to that salary increase IF you are able to survive the ranking process. Remember, we are all now essentially on a one year contract with XOM…

Op: Hard for people to provide you guidance since you fail to share what is that 10% about EM that's holding you back. Whatever that 10% is holding you back, is it something you dearly care or not provided by the other company OR is it just your comfort about knowing EM and finding a comfy place that you are scared to lose out on? Share more details to receive meaningful guidance you seek from others.
it will take you years to get that raise in EM. If the other company has similar career and progression promise, it can be worth it. I would check on the company culture as you don't want to end up as a new hire in another collapsing monster.
