It's not easy to layoff and outsource thousands of jobs while maintaining a positive brand. She's pretty good at cutting costs without any public incidents.

Results (for Cisco) she is producing are very impressive. That is all that matters
I agree she does not impress.
Her job is to cut costs through outsourcing and layoffs. CR wouldn't hire someone impressive that might impact his rein of power.
