This is repeated as a mantra, that one should always be prepared in case there are cuts. I prepared as much as I could, I remembered all the stories of those who are much better off after they left here, but still, anxiety level is through the roof. Any thoughts on who could be the target in case of layoffs?

Nobody is safe except the people "managing" everybody else !! It has always been true for any layoffs.
The latest reorg at Manufacturing plants is a big mess. Although its under the name of Advance 3M, it is actually consolidation and reduction of headcount. People left behind are picking up more workloads and responsibilities.
What a mess in plants.
R&D should be safe because a) R&D reduction sends wrong message to the investors and b) with so many job cuts in divisions, their work load has been effectively taken over by R&D in recent years. This is one reason for lack of any major 3M innovation in recent years. But who knows?
I was layed off in Austin 03/2020 as a contractor. Are they bringing back any contractors?
I see Plants, IT/BT, and R&D as most vulnerable this round. Plants due to so-called 'excess' inventory which will lead to production cuts. IT/BT and R&D as general overhead that is less disruptive in the very short term to cut.
On the opposite side, I think they are going to let the sales force get smaller through attrition rather than cuts. Marketing seemed to get hit pretty hard last time, so they may be safer than others. EntOps and BG Ops seem to be hiring, so they also maybe safer apart from the plants.
Then of course there is Aviation and Wonewok as overhead to cut... ha who am I kidding the 14th floor will let 3M go bankrupt before cutting those.
For individuals, I would look for them to focus on people in the age range of 50 - 62 regardless of performance. This is purely based on the past two layoffs. They just might switch to younger this round like the layoff before those two and throw the EEOC off the scent.
