I have had enough of the PIP and want to convert to PIL. The MLRP site said this was a possibility after a month. Can it be done sooner? Can you circumvent your manager and go straight to HR?

Yes, you can convert to PIL anytime before finishing PIP, as long as your manager does not fire you first before you convert. Anytime, your manager may decide conclude that you failed your PIP and instantly let you go, and that means you get nothing (no PIL option in this case).

AFAIK you can convert anytime during your PIP period.
