With the move to remote work due to COVID, they know full well people are moving to cheaper cost of living areas. In exchange for this 'benefit' the company can hold salaries flat or reduce over time.

Who's moving? No one is telling me that I won't return to the office at some future date, so I can't really move to some cheap cost of living location in another state and suddenly have to look for another job, which now has to be remote because there aren't as many jobs there because the tech companies aren't located there.

I asked if I could switch from full-time office worker to whatever category they call people who only come into the office occasionally so that I could move far enough way from the office to be able to afford a ranch style home because all the homes w/in a reasonable daily commute are two-story homes that are not wheelchair accessible. I was told NO, that I would be returning to the office at some point. Moving further away from the office is a far cry from moving to a cheaper state and moving 60-90 min further away from the office has zero impact on my cost of living as far as wages go.

I'd love to move to some other state with a reasonable cost of real estate, but looking at the news headlines for those states, I don't want to move there and deal with the political drama going on there.

It's just as possible they hold or reduce salaries in general. With the move to remote work due to COVID, they know full well people are moving to cheaper cost of living areas. Can't say it's not a bad move, as both employee and company may benefit from flexible work locations, no commuting, etc.

Let’s say you manage a team of 6 in the US. 3 people you like and 3 people that you aren’t close to.

Why do that when you can just reduce 3 US people’s functions (the ones you aren’t close to), lay-off 1, and send the worked that got skimmed off from the original 3 to a new contract employee based in India.

Then give the 2 remaining US people RSUs to make them feel good (that don’t vest for a year) and put them on the chopping block for the next LR them before vest.

For a company that used to pride it self in paying employees in the top 75th percentile, they sure are not keeping up with the competition any more.

Some countries (if not all) oblige to do this, however I remember I was asked to sign plenty of addenda to my contract that were overriding some of my country laws.
I won’t be surprised if there is now another addendum to override the inflation rule.

They just did. They promoted 6 to EVP. Those are who matters. The individual contributors don’t matter. The 8,000 reqs are put on hold but then 6 are promoted to EVP. That tells you everything you need to know.
