Maybe they are keeping the LOC employees around a little bit longer. Anybody have some insight?

You are missing the point. There is a business case that is driving the decision .Facility vs no facility, expertise that is otherwise unavailable. These LOC employees will not relocate to a Hub. It is not a benefit or a perk but a decision that benefits SF first and some, not all , underwriting employees second.
When the people in the same job class have to go in the office and others don't, I fear inequities exist and may be cause for issues.
Speaking of brains yours appears underdeveloped. As a previous post suggest LOC underwriters will WFH for the foreseeable future. The reason-experience level is much higher and ability to work on the most complex minutiae that underwriting systems presents daily. Productivity has actually increased with the WFH crowd and they have no buildings to return to anyway. Hub employees have a place to return, and will.
Just use your brain. If they are requiring people in the hubs at the same job class to come into the office 5 days a month, what makes LOC workers any different or entitled to work from home? What makes your cupcake a-- any different from hub workers? HINT: NONE! Helloooooo!
No plans to do anything with WFH underwriting personnel. As long as productivity remains good will stay the course.
Forever! New employees don’t last long enough and the hub folk are alleged to be lazy/incompetent.
Underwriting is a nightmare. The technology they use is from the 20th century. Have fun!
Technology....adjusting is on its way out. The adjusting that needs to be done will be tech driven. Why keep when now is the time? If you're holding on, get ready to move. See what your property is worth in hub venue.
Maybe they are realizing now the ramifications of ignoring staffing needs for over a year and come to the opinion that they wont be able to magically replace a year of attrition in one hiring wave at the hubs and actually need to use the LOC locations for staffing? I mean this company isnt exactly transparent so no one really knows.
Bait and switch, just get them in long enough to cover staffing needs. Then the section managers and VP will require relocation to the hubs upon completing training.
