My store location has only 2 front ends and my location will not hire or promote anyone is that a red flag?

Front end leads?? Where the he-l are you? We had one years ago!! No such thing now. We have “Supervisor” managers….and they do everything. But front end leads?? Been 3-4 years since I’ve seen this!
In our store they moved the last Front End Lead around the store or had her ring while the LOD listened out for keyturns or gave direction every once in a while. It’s just a position the company has been trying to get rid of.
like, front end leads? those still exist? lol
our last one transferred 2 or 3 years ago and they just got rid of the position after that
