Whatever I was doing, no matter how engaged I was, trying to add value, to stand out with my work - I never got a promotion. I won't even try again, I've been working the bare minimum for a while and I'm looking for another job. I would just like someone who got promoted to explain to me what I could never figure out on my own - how do you get promotion here?

I could have written this. I was admittedly a su---r at first.
"your name is on the list" just wait a couple of months. Then "because of the merger with Hitachi Consulting nothing can happen right now - but soon"
Then another reorg and another manager telling me to prove myself to them and then it can happen in a few years. Then another. Then another.
I had 5 managers in a bit over 3 years. Maybe each of them were genuinely intending on advocating for me. However it's a small enough company that my L2 should have been on it, if he cared in the least.
Just leave, seriously. Most companies will have a easy time giving you some sort of increase.

I was in the exact situation OP mention. No matter how much I did for the company, the management promote other low performance id--ts. The conclusion: lick a$$, be a brown noser, be good buddy of or related to the managers. This year the new pay for performance will not be based on how you perform. Your bonus is still based on the a$$ u lick
Everyone on my team was related to our boss. Get in or get out.
Hang out at your bosses house. Be related to someone who benefits them by promoting you (doing a favor). There’s two fast ones.
