COP has “chiefs” but they don’t seem to be actively involved with anything. Presumably they’re the Goto experts for everything but do they actually do anything? Why do we need chiefs?

Nada, They take business fishing trips to Alaska every summer, and take advantage of any boondoggle they can. They are our company's experts? hahahhaha
At one time these roles and others were filled by renowned industry experts who were highly regarded inside and outside the company. Their input mattered and they guided generations of technical folk to apply science, logic and standards to drive excellence. Today, they are placed in these roles because of their connections. They think they they are experts because of their titles. What a sham.
It is a really great job where you can poke your head into a meeting once in a while and totally derail a project with limited background knowledge. Plus it will cause your immediate supervisor to continually ask you if you implemented everything they said even though you did months of background on what you are doing and know what they recommended will not work in the situation you are in or has failed before. Plus, no matter if the recommendations or implemented or not, they have zero responsibility.
The Global Chiefs are a political function and not a technical function. Was rather surprised at their technical incompetence compared to Chiefs at other companies. Another reason this company will always be fourth-rate. Also, they sure like to fish and hike in Alaska on their boondoggles. Here that noise in the outhouse, yep more COP money down the hole.
From my experience, their main function is to undermine your ideas if they conflict with theirs. A now defunct function was to be gatekeeper to block L48 staff from joining the low-expectations Exploration "Play Ground."
