Is this coming from unsubstantiated rumors by (rightfully) nervous employees or is there more behind it? I don't understand how they could even consider more cuts considering how understaffed we are now, following the last round. I don't think it would be possible to function with fewer people.

I haven't heard anything personally but however you look at it the company is desperate for help. They are now giving $500 sign on bonuses to new hires as well as the $500 referral bonus. My question is this: if they have all this money to be doling out bonuses left and right why not spend that money on keeping the help you already had?
