New Synamedia building in Jerusalem is half the size of the old one because over half the employees have left or been let go. When will this down spiral end?

What’s the main purpose of a business? Is it to employ as many people as possible, or Joan it to run efficiently and to turn a profit? Serious question.
Also because they're using "open space" and team rooms like every other company.
