Does anyone know more about the pay structure for stockers? Are they going by years of service?

It depends on where you live. Those in high cost of living areas will get more than those who live in low cost of living areas. Think of it like a per diem for hotels and meals in business when you travel. You get more when you go to a big city with high cost for hotel and meals and less when you go to a small town with cheaper hotels and meals.
It's by how much you make now.
