Always better to look for a job when you have a job. People who wait for a severance need to realize that. Much negotiation leverage (salary, and the general sense employed folks are just more ‘attractive’) is lost. Most importantly, you lose the ability to turn down opps that do not align with your career goals.
I always find it stupid people will start looking only after they’re secured a severance. Practice interviewing beforehand. Get a sense of where the market is. If you happen to get laid off during this ‘search’, then much legwork has been done.
It’s very normal folks will need to ‘settle’ for a job not to their liking after a layoff. It’s ok. Something is better than nothing. Just have a good story to tell, and take care of yourself and family financially in the meantime. Plot your next move strategically (as a ‘gainfully employed’ person so you’re not so pressured). You’re just more ‘in demand’ in eyes of future employers that way.
