The last time there was an employer contribution was 1/27/2020 which was for the 2019 calendar year. Shouldn't the people that were laid off get a contribution for 2020 (should have received it around 1/27/2021)?

you either never worked for RJ or never read how 401k works at RJ. All RJ matches occur with each paycheck up to the maximum.
