The next CEO will be from outside Cisco. Some successful industry exec who will be given a boat load of RSUs to turn the place around. They can't simply promote someone who has spent 10 years agreeing with everything Chuck says.
Chuck has basically promoted a bunch of incompetents in order to build a protective barrier to his being replaced. Imagine the board looking at a replacement and you interview Maria, Fran, Liz, ... It won't take time to realize that the first part of the job is going to be to clean house, and then you risk the whole "new CEO is making war on women" defense. Even a female CEO wouldn't be able to get away with it.
