They want you to formally quit since that will solve a lot of their issues on any money they have to put out

If everybody can sue from being laid off, there will be a lot of rich laid off people out there. Companies will make you sign a waiver when they lay you off just so they won't have to deal with you in court and save hassle and legal costs, but they will win if you try to take them out. You can also save time by contacting a lawyer now to see if you will have a case if you get laid off. Might as well find out now and save yourself the wait time.
