MLRP = 8% is being adopted in the US (according to the EM forum at least). Only time will tell if we choose to adopt this as well for our PADP at IOL. As bad as layoffs sound - they are far more honest and respectful than co-opting the performance assessment to have a 'rank and yank'. Of course, performance should still be a factor in the layoff decision.... but we need layoffs to remain separate from the performance and development sphere to permit unbiased and objective feedback. PADP can then be used as a variable in a separate layoff decision along with other more strategic factors (which i imagine focus on what fungible skills can be outsourced).

Hearing lots of rumors about jobs moving to MSPs. Not sure if that falls under HW3 or not, but more cuts coming.
