I think almost all their dispatchers are from the south. They only see 34 degree cold when they watch the weather news about an extreme even North.
Dispatchers are not allowed to do or say anything that an sto doesn't tell them to do. And yes they are id–ts.
That's because they are id–ts. They have no idea how anything works
