I don't know about other companies and am no expert on WARN notices, but I would not have expected there to be any people numbers and certainly nothing firm. The cost reduction is tied to a dollar figure, not a people number. About all you can infer from the WARN notice is that the company has said the people reduction number could exceed 500.
They’re leaving themselves wiggle room as usual. With the EOI situation differing greatly from what was “desired” they need to readjust. Plus feedback from other offices hasn’t been as enthusiastic for hacking and slashing as Leadership hoped. So now they’ll make it up as they go and claim it was the plan all along. Standard procedure round these parts.
