I'm from field operations. I realized recently that we have a LOT (I mean a LOTTT....) of engineers within ESC... almost all sort of fields and disciplines, yet all works in the field (design, review, verification) seems to be done by contractors. Heck I even heard comment from engineering managers that "we don't normally stamp drawings.... we let contractors do that for us - we just review...". Yet those who do the review are all EITs with 1-3 years after graduation? Am I missing something???

Yeap you're missing the point, if your work can be checked by contractors seems like you're not much use for the journey ahead
Yes, ESC is overstaffed and overpaid. Seems like everyone there is CL27 or higher
