Since about July of 19, I've applied to jobs at GM that 80 to 100% match my original assignment at GM. Closest I got was an automated, pc based interview. Twice a recruiter has said I was a shoe-in to get a hiring manager review, only to be contacted a day or two later saying I was not a right fit... I think I must be blacklisted

The best answer...probably. What I've seen is the leadership covering themselves for politically motivated layoff practices. I've seen people laid off before hiring binges for the same position. I've also seen less qualified as well as higher paid people getting those positions...in electrification! Politics is everything at GM. Good luck on all those new products being rolled out ;)
Worked with GM much of my entire career. Hired and fired by GM a half dozen times as a contractor, no want of my own. GM will always bring you back as contract, but magically, even working within the role, you aren't qualified to go salary - even with decades of on site work experience - unless you hold certain paper. Trained hundreds in the line of work, yet still not qualified.
Called up a GM HR rep about this. They said, if you don't check the boxes, you aren't qualified by "their upper requirements". Resume is automatically tossed. If the manager goes to bat for you, you might have a chance. If the director goes to bat for you, there's a good chance. If no one goes to bat, there's no chance.
GM is a sleaze of a company. They won't hesitate to fire you any day of the week, even on holidays. They have blackballed known associates, for no reason. They have disregarded, some of the higher level endorsements as recommendations, due to lack of paper. They are, as SJW, cater to certain groups, and youths, as it comes. Hipster company these days, with an old white woman leading it, surrounded by old white dudes.
Are you black balled? Probably.
Once I stepped outside of the GM world, I was welcomed with a SIGNIFICANT increase in pay, bonus, vacation, and benefits. Not by one company, but by multiple. I had multiple offers all within seven days. Take what you can from the GM world, but leave the ashes for something better. There is much better outside of GM.
No regrets.
No effing regrets financially, but I won't hesitate to share how c-appy the company is.
If you are over 30 - 35 it is a waste of time trying to get hired.

Yes, that questions you answer about previously working about GM puts you in a special box and your resume will never be read. If a hiring manager wants you back, they will guide you through the process personally.
I was a double diversity employee and still laid off. I was old and made a lot. I did a lot for the company above and beyond my day job, but they don’t care. All that has dropped. I think the now ex CFO was behind it.

If you are over 50, trying to get in GM is a waste of time. It's no secret that GM desires young people and readily throws away older workers. The exception is if you have a relationship with a hiring manager. They will also hire more young workers than needed prior to a planned layoff. This is so they can avoid ERISA litigation by eliminating a mix of ages even though they would rather just get rid of those over age 50.
GM treats suppliers like last weeks dog c-ap, and then wonders why quality suffers.

Regarding calling HR to find out if you are rehireable – They will probably say that the 2019 records are from the old HR system brought over to the new, and there is no indication that you are NOT rehireable. The evasiveness of a sort-of non-answer.
The hiring manager has the final say. If they are convinced you are the right candidate, they will make you an offer. If you call GM HR at 1-800-584-2000 and give them your GMIN, they can tell you if there is an indication in your employee file regarding eligibility for rehire. Generally, before a hiring manager hires you, they will want to speak to your old manager (if your old manager is still with the company).

Other than a big paycheck, not sure why someone would like to work for this dysfunctional company. Their process is the most complicated in the automotive industry, the incompetence in engineering leads to marxist maoist kind of day to day work. You are not allowed to think, and be bold by opening your mouth is the last thing you want to do.
Really, working for GM again? Never. I still wonder how they are able to produce vehicle. Their product development su.ks.
Best to talk with any hiring managers you know and tell them you are interested in applying. Have them reach out to the hiring manager for the job you are applying to. It's the best chance.
You can also ask the recruiter directly why you are not getting an interview.
In my opinion, applying to any GM job is a waste of time. They already know who they want when it is posted. So, unless you have an 'in' with the hiring manager, don't waste your time. If you get an interview, it is solely to 'check a box' to make it appear it was a fair process for all qualified candidates.
GM is in my backlist, and I will never work again for this corrupted company. GM management are racist and cheating.
I was laid off Feb 19. Yes you are probably blacklisted because they want young minority candidates because diversity is their strength.... marxist commie corporate goons
