Definitely feels like it. Looks like a fire sale, too, stores are a disaster. No care taken on displays, just completely random and usually wrong restocking of bizarre merchandise.
Who knows? Everything has been so cheap for so long that their sales don't even seem like sales anymore. They sell stuff that I've seen in Rose's and Family Dollar for less.
