Raytheon doesn't, REPEAT doesn't negotiate. If you get an offer letter, they won't try to keep you unless you bring money into the company (patents, contracts, etc).

I find it funny that Raytheon is totally ok with losing their own people to direct competition. “Will be offered the opportunity to work for the contractors”. Yes losing a contract and workers is something any big corporation should be just fine with. I expect more contract loses in the near future. I’ll be shocked if the plant I work at is still manufacturing at the same capacity we are currently by end of 2021
