How do they do it? A phone call with HR?

I was called for 1 on 1 by my boss. Asked to get my laptop for taking notes. When I arrived, the HR was also there to terminate.
If you are working from home HR will show up on the call but would not be on the meeting invite.
Your boss will randomly book a meeting or tell you to meet him at room X, when you walk in you’ll see him with HR
