I would suggest befriending Cisco recruiters. They have all the power. Even if there are directors referring you, the recruiter decides who to let through. This could be simply be because many senior managers are referring their people to jobs or it could be that recruiters are pushing through their friends. Even before pandemic and all the craziness we had issues with recruiters who wouldn't select the candidates we knew were applying and we knew were good.
They are getting so many applicants (>50) per slot, they are closing them to get through the applicants they have.
Does anyone know how many total are impacted in San Jose or by technology?

Or, ever noticed that if someone is from the same village as the manager, or same name and then quickly moves to a different building???

Cisco used to post jobs with no "funding" for data collection purposes. Those jobs used to have an 'S' in the posting number.
Job posting is a formality at Cisco. Candidates are predetermined by the hiring manager.
It's not fraud. It's just data collection. Just like any company, if you are in the "at risk" category, you are pretty much black-balled from getting another job. You will need to know some very high level Execs that have your back to be able to. In the extremely rare case that you do find something and they moved a mountain to get you there, you are always #1 on the layoff list. Why even bother with that type of unhealthy relationship?
Was a manager at Cisco. Usually hiring managers have talked to their preferred candidates and many times already decided who to make an offer to. Job posting is just a formality in many cases. A job has to be posted for a minimum amount of time before an offer can be made. In addition, the contractors in staffing can be slow in removing a job after an offer has been accepted.
I seriously doubt the “bot” theory is correct.....

It's Machine Learning in action, the bots are removing/hiding those jobs.
You can get an interview at facebook, Google, Apple but never an interview for an internal position. This company is all about nepotism.
