My manager just invited me to a performance review in late October, as well as my peers. Anyone else experiencing this with their management? My guess is this has to do with the layoffs?

Performance reviews need to be completed by Oct 30th, nothing sinister.
I just had mine yesterday, as did other people in my area. I think it might be unique to your group but it could be potentially about it. Ive heard that a layoff will be done with HR over zoom
