If they can hire new people, they will. It depends on their contract with the union. This is a big business and going the cheaper route will ALWAYS be their first option.
This was a very high level statement by Josh D'Amaro...no specifics about what or when. Prior to any entertainment returning, who gets called back will be negotiated between Disney and the Actor's Equity union.
