Can we legally start a new job before our last day of employment on Dec. 14th and still receive severance? I've read the paperwork but still unclear

There is no such document. Chevron allows this as long as you don’t share company info.
I have been in the industry for many years and In every case the documents that you sign legally forbid you from working somewhere else simultaneously which includes at the end of your employment. I am not a lawyer and do not know the exact terminology. There is no huge sacrifice to make to legally and ethically advance to your next employer in the proper legal fashion. I've done it many times with no hardship.

If you are in redeployment right now, I promise you Chevron is not going to take your severance from you if you start working another job. In fact, I am pretty sure they will be happy for you.

You severance is not at risk. Anyone is free to take additional jobs and many current active Chevron employees have them. Just be careful not to share confidential Chevron info. I had a night job for several years to supplement the crummy Chevron wages.
There’s no legal impediment to you holding more than one job. Many lower paid people hold two or three jobs to make ends meet. A better question is whether or not you can take on another job while Chevron still has you on the payroll during the WARN period. Legally and technically the answer is YES, but don’t forget your pay with Chevron is for full time pay and hours. Will the job you accept during the WARN period involve the same time of day work hours that Chevron is paying you? Like a previous commenter said, be careful, as your new employer could call Chevron to verify your previous employment. This tip off can put your severance at risk. On the other hand, if you are certain your new employer won’t contact Chevron, then go for it. Chevron will not find out during the short WARN period.

No, while CVX could technically cancel severance the bigger risk is that the new employer can very easily background check employment records and you’re off to a bad start with them, if not losing the offer altogether. Unless this is a really small employer with minimal legal support, you’ll be signing paperwork that asks/confirms whether you’re still employed somewhere else.
