With regard to some countries, there is a varying degree in the percent of population that speaks and writes good English. Don't paint with such a wide paintbrush.
First, go to YouTube.com and enter the following:
"nearshoring"
Try that, you will see that people in South and Central America are using their command of the English language to put together some impressive nearshoring marketing campaigns.
At least check it out first.
There are plenty of educated people there in several of the countries. Granted some of the countries are iffy and possibly evolving toward more potential (hopefully). But I think you will be surprised at how many counties want to learn to speak and write English.
And we already speak Spanglish. They probably watch the same movies as Americans (in Los Estados Unidos (USA))...

And. I also agree with the person who said that there are plenty of people here in the USA. Cisco is shuttering places in Texas, North Carolina (Research Triangle Park). There are colleges in Utah where there are literally hordes of people graduating from collages with excellent skills ranging from artificial intelligence to java to oscilloscopes and more. Not just Utah and Idaho, but in fact a lot of call centers go to areas like Utah and Idaho. It shocks the $hit out of me why companies like Cisco and others shut down buildings in Texas, NC, Utah, Idaho, etc, etc, etc, etc, etc.........
