I assume our managers and bosses know who they want to can right? Definitely a form of favoritism no? Am I wrong in saying they have a mental list already?

Honestly this time around, employee’s response to the pandemic and ability to keep performing under the conditions also weighed into manager’s decisions I’ve heard

How would a younger employee fair? I don’t make the big bucks but I’ve had a lot of work assigned recently and have been given a lot more responsibility
Their rating process, the 9 box matrix, is a joke. Nothing more than a popularity contest with zero accountability. The review has nothing to do with who is actually good, it’s a way for spineless managers to promote the kiss asses in their respective groups.
Salaried employees are rated (the employee and manager go thru this exercise via a formal method on a yearly basis). But there is also a departmental ranking, this is an exercise done with the employee's manager and the next level up manager. The employee is not involved in the ranking. The department's ranking (this was probably done in Feb / March of 2020) answers the question which employees are necessary to continue the department's function, The department needs these folks to continue and expand activities. The rest can be release with little determent to the department's core function. Work the good ones harder and let the weak ones go.
What is not to understand in work/life balance,,, it's work, then..... work.
So the ranking exercise creates a list of employee's that can be released if necessary. So depending on the number that need to be released to meet cost / schedule goals and also achieve a balance against internal compliance goals and federal protected class balance a final list is created and reviewed and approved. Then notices go out. This works in practice for the "normal" layoff 500 bellybuttons or so.
But due to the large number of employees that are being released to meet cost goals I believe the basic structure of the company, the VPs who report to a senior VP. The VP groups (basic structure) are changing drastically some groups disappear some are combined. This change to the company's structure causes a significant number of L5/L6/L7 managers/ directors even a couple of VPs will be released. This tweaking of the top layer I think is taking more time than was originally planned for.
The bigger plan is to create a less expensive business structure.
If the business structure is not left in GOOD functioning shape after this massive event than business goals will not be met and it creates a hiring hole that is difficult to pull the business out of.
