I am a blue badge employee in engineering and have friends/coworkers working in various department at pratt. We all know about lay offs but I found out that pratt hired people this month and last month in digital technologies. If they are planning to cut 15000 jobs per Greg Hayes then why they are still hiring in digital technology. Doesn’t make sense? Are they exempt from the job cuts? If that’s the case then it’s very u fair to the other departments.

We’ve been hiring new kids out of college up to 2 yrs in advance (Typically a year in advance). While VSP packages were being offered and head count was supposed to be reduced certain managers were trying to build their empires and were hiring soon to be college graduates. No one in my organization can figure it out.
To answer the OP's question, hiring is still taking place for roles they deem "critical." However, with some exceptions, they're only considering employees internal to Pratt.
Don't know the answer but I suspect it might have to do with more work in getting IT infrastructure ready for longer term remote work and network cybersecurity.
In both Hayes and calio on point videos, They both mentioned artificial intelligence and automation being the future of the company. And that lifetime employment just doesn't work.
Some contractors and cheap labor are ok in their minds. They’re getting ready to chop expensive people and replace with what I just mentioned. Typical corporate BS
